Parents As Teachers is a voluntary program that provides parents with the information, support, skills, and encouragement they need to help their children develop optimally during those first few years of life, and to help them become their child’s most influential teacher.  It is offered free to all district families with prenatal to pre-kindergarten age children. Our services are designed to help you learn more about parenting and your child’ s development, assist you in coping with the challenges of family life, and identify and address any potential delays with your child.  Together, we will focus on ways to help your child learn, grow and develop to realize their full potential. Our P.A.T. program offers personal home visits, group connections, developmental screenings, and connections to community resources.

The Hallsville School District offers multiple Early Childhood Programs to enhance the development of children ages birth through age 5. We are committed to creating a safe, caring, engaging classroom environment where your children learn at developmentally appropriate levels. We offer Parents As Teachers, a free and voluntary program offered to all district families with prenatal to pre-kindergarten-age children. In addition, we have two preschool programs: a full-day need-based preschool and an early childhood special education program.  

DESE gives the following description of gifted children:

In the State of Missouri, “gifted children” mean those who “exhibit precocious development of mental capacity and learning potential as determined by competent professional evaluation to the extent that continued educational growth and stimulation could best be served by an academic environment beyond that offered through a standard grade level curriculum.”

The following Gifted and Talented Education services are offered to students in grades 3-12.

• 150 minutes weekly of instruction in the GATE classroom for students grades 3-8 focusing on the affective needs of gifted students, critical thinking, research, and creativity.
• Daily Tribe Time meeting at the High School with students grades 9-12 focusing on the affective needs of gifted students, ACT practice, and college and career planning support.

Students in foster care face unusual educational challenges. It is our goal to provide students in foster care with educational stability and remove barriers to, and provide opportunities for, academic excellence for these students. In order to achieve this purpose, the district will work collaboratively with the Missouri Department of Elementary and Secondary Education (DESE) and the Children's Division (CD) of the Missouri Department of Social Services. Schools, child welfare agencies, communities, and families must work together to provide the equitable opportunities, specialized services, and useful supports that are essential for students in foster care to be successful in school and in life.

• “Foster Care” means 24-hour substitute care for all children placed away from their parents or guardians and for whom the child welfare agency has placement and care responsibility.

• Includes placements in foster family homes, foster homes of relatives, group homes, emergency shelters, residential facilities, child care institutions, and pre-adoptive homes.

• A child in foster care regardless of whether the foster care facility is licensed and payments are made by the State, Tribal, or local agency for the care of the child, whether adoption subsidy payments are being made prior to the finalization of an adoption, or whether there is Federal matching of any payments that are made. (45 C.F.R. § 1355.20(a)).

A homeless student is one who lacks a fixed, regular and adequate nighttime residence. This includes students who are staying in transitional or emergency shelters, campgrounds, motels, sharing housing with other families due to a loss of housing or an inability to afford housing, abandoned in a hospital, staying in a substandard housing or living in places not ordinarily used for sleeping and students who have run away or have been thrown out of their homes. A homeless student may stay in the same school all year, if feasible, even if he/she moves or may enroll in the school serving his/her temporary address.

Homeless students are automatically eligible to participate in the school meals program, instructional services through Title I, and other district services intended to support academic success such as tutoring and transportation to the school of best interest. Reauthorized in 2015 under Public Law 114-95 as Every Student Succeeds Act (ESSA), these programs were originally authorized under the Elementary and Secondary Education Act (ESEA) of 1965 (Public Law 89-10), the first major program of federal assistance to our nation’s public elementary and secondary schools. These programs assist Local Education Agencies (LEAs) to close the achievement gap with accountability, flexibility, and choice.

Hallsville School District receives funds through the federal government to supplement state and local funding. These federal funds are intended to provide support to help ensure that all children have the opportunity to obtain a high-quality education and reach proficiency on challenging state academic standards and assessments.  

Title I is a federally-funded, general education support program.  It is a reform strategy designed to upgrade the entire educational program in a Title I school; its primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on State academic achievement standards.
