Chartered on April 5th, 2001, the Hallsville Optimist Club began its journey as the largest chartering club in the East Missouri District. With 67 members, we made a big impression on such a small-town organization.
Sponsored by the Downtown Optimist Club and with great support from the Ashland Optimist Club and others, Hallsville quickly lived up to its community's reputation as the "Small Community with a Big Heart."
There is not much that the Hallsville Optimist Club hasn't been involved with, whether it is providing two $1,000 annual scholarships for High School Seniors, sponsoring the Hallsville Youth Football Leagues and a Youth Cross-Country team, providing grilled Hot Dogs for the annual Back 2 School Bash, or the Hallsville Buddy Pack Supplement Program. The Hallsville Optimist Club is there for your child and mine. Join us and make yourself at home!
Hallsville Pack 12 invites boys and girls in kindergarten through 5th grade to join its pack! Cub Scouts provides educational opportunities for students throughout the school year and supports the local community.

The 4-H program is designed to teach young people important life skills and values that are necessary to lead a successful and rewarding life. People often associate 4-H programs with being exclusively agriculture-driven programs for rural populations. While there are many livestock projects still offered in 4-H, the majority of projects today train for skills that everyone can use regardless of where they live.

The beginning of Hallsville dates back to 1812 when Missouri became a territory. In 1820, Missouri was admitted into the Union and Boone County was formed. In 1821, Columbia was plotted. The original town was called Old Hickman which was one half mile south. The early growth of Hallsville was caused by the decline of Middletown, a neighboring settlement and the failure of Old Hickman. The population moved to the town site of Hallsville. In 1851, John W. Hall established the first post office at the junction of Old Parish Road and the road from Moberly to two Mile Prairie. Hallsville was named for this man because of this leadership in helping to develop this community.
The Food Bank for Central and Northeast Missouri provides free food to those in need. The Hallsville Food Pantry is held on the fourth Tuesday of the month from 3:30 to 5:30 p.m. Please call 573 340-3623 for a reservation by the 3rd Tuesday of the month.
