Prop B: 2022-2024

On April 5, 2022, voters in the Hallsville R-IV School District approved Proposition B, which authorized the issuance of $6,000,000 in general obligation bonds. With over 75% approval, this is the second largest approved bond issuance in the history of the school district. The funds allow the district to continue with its capital improvement plan.

  • A facilities workgroup representing school community stakeholders convened last spring to update the district's facilities master plan. The goals of this group were to review and discuss the status of district facilities and community input, identify additional facility needs, and provide assistance in revising the 2014 Facilities Master Plan.  The workgroup presented its findings to the Board of Education in September.  You can view their presentation slides online.  

  • The Hallsville School District (District) intends to pursue an April 2022 bond issue for various potential capital improvement projects on the campus. The District has asked Klingner to provide Professional Architectural and Engineering (A/E) design services related to the development of conceptual project development drawings and renderings during the pre-bond issue election period to aid in the definition of capital improvement project scope. Anticipated projects under consideration for the April  2022 bond issue include:

    • Replacement of the existing middle school classroom structure via phased construction approach
    • Installation of a track around the existing football field
    • Relocation of the existing baseball and softball fields to the current track location
    • Construction of a parking lot in the area of the existing baseball and softball fields

     A/E services would be completed under the current Agreement with Klingner & Associates, P.C. for the Capital Improvement Program (Primary School Addition) originally executed in September 2018.

During the 2022-2024 construction of a new middle school wing, relocation of the athletic track, and other campus improvements, the district keeps the following three items at the forefront.  


    • Address our facility needs in a logical sequence; think long-term and consider possible enhancements and unintended consequences
    • Improve the quality of educational and extracurricular experiences for our students
    • Ensure continued stewardship and financial stability
  • Review of facilities master plan, building priority list, and Q&A roundtable discussions.

  • During the second community forum, three approaches for addressing facility needs were presented, along with a general cost estimate summary for each approach.  During a special session after the forum, the Board discussed feedback heard throughout the forum on the three options and narrowed the focus for the third community forum. The focus for the third is to explore further the blended approach presented, including adding a new wing to the middle school, relocation of the athletic track, and other potential improvements at the stadium.

  • At a district facilities work session during the fall semester, the Board of Education requested a quote from Klingner to complete a comprehensive campus boundary survey to be used in future facilities planning, bond issues, and construction. Klingner and Associates’ proposal was presented at the February 16 board meeting and was approved. 

  • At its regular meeting on December 15, 2021, the Board of Education approved a resolution calling for an election to be held on April 5, 2022, on the question of whether to issue general obligation bonds. The approved ballot language follows:

    Proposition B

    Shall the Board of Education of the Hallsville R-IV School District of Boone County, Missouri, borrow money in the amount of $6,000,000 for the purpose of acquiring, constructing, renovating, equipping and furnishing sites, buildings and related facilities for school purposes, including but not limited to the construction of additional classrooms at Hallsville Middle School and an athletic track; and issue general obligation bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the school district is anticipated to remain at the current levy of $1.11 per one hundred dollars of assessed valuation of real and personal property. 

  • During their regular meeting on March 16, 2022, the Board of Education directed the Superintendent to prepare a Request for Qualifications (RFQ) to solicit responses from firms interested in serving as construction manager at-risk for planned building projects to be funded with proceeds from the issuance of bonds if approved by voters in April 2022. A Request for Qualifications was published on March 23, 2022. Three firms submitted qualifications in advance of the April 13 deadline. The Board of Education invited all three firms to submit proposals. Three firms submitted responses prior to the May 4 deadline; these firms were interviewed by the Board of Education and members of the administrative team on May 11. A firm was selected and negotiations commenced on May 18, 2022.

  • The Board of Education approved the issuance of bonds at their regular meeting on May 18, 2022. Bonds were sold on June 2. In addition to the $6,000,000 in general obligation bonds, the district was paid a premium of $417,648. In cooperation with its financial consultant, the district developed a preliminary draw schedule for anticipated payments necessary for upcoming design and construction costs. Most bond proceeds were then invested to generate interest revenue. Based on current investment yields, the district anticipates receipt of roughly $125,000 in additional interest income.

  • On May 18, 2022, the Board of Education concluded negotiations and approved an amendment to the existing agreement with Klingner and Associates to provide architectural and engineering (A/E) services for the construction projects under consideration. The firm will commence creation of design documents immediately.

  • On July 28, 2022, the Board of Education concluded negotiations and approved a contract with SM Wilson to provide Construction Management At-Risk services for the construction projects under consideration.

    Team meetings were convened in July and August 2022. Attendees included district representatives, the Klingner and Associates team, and the SM Wilson team. Details regarding multiple aspects of the projects and construction were discussed. Team meetings will be held throughout the pre-construction phase. Updates to the Board of Education will be provided on a monthly basis or more often, as needed.

  • Klingner and Associates presented schematic designs to the Board of Education at the regular meeting on August 17, 2022. Klingner’s principal schematic questions to resolve are the precise location of the athletic track structure, with the Panhandle Eastern pipeline easement to the southeast and the water district tower to the northeast of the stadium. Coordination with both utilities are ongoing.

    Also during the August meeting, SM Wilson also provided initial high-level cost estimates for three aspects of the project: the middle school classroom wing, relocation of the athletic track to the stadium complex, and the installation of an artificial playing surface at the football field. The current market construction cost estimates exceed the previous estimates by a significant amount. The Board initiated discussion on potential changes to the project scope and additional potential sources of revenue that might be assigned to the project.

  • The project is currently in the Design Development phase. Klingner and SM Wilson coordinate and confer to ensure the design process continues to fulfill the project scope as articulated by the Board. At the conclusion of the Design Development phase, additional project design documents will be provided to the district for review and feedback, and updated cost estimates will be provided by the construction manager at-risk to guide the Board's decision-making. Design development is expected to conclude by October. The following updates have been provided by Klingner and SM Wilson.


    General

    • Klingner's Geotechnical Report has been completed for both projects and has been shared with the District and SM Wilson.
    • The SM Wilson team went to Klingner's office in Quincy on August 31 for a coordination meeting to further review design and details for the middle school addition and stadium improvements.
    • SM Wilson is currently reviewing possible Alternates for the projects.
    • The next coordination meeting with SM Wilson and Klingner is to be held on September 21 to follow up.

    Middle School

    • Klingner continues to coordinate with the various utilities (water, sewer, electric, gas, and data) to define utility service impacts and required modifications.
    • Klingner and SM Wilson met with the District to discuss HVAC system type options and the decision was reached to proceed with a 4-pipe, boiler/chiller system.
    • Preliminary layouts of power and data locations within classrooms have been developed and shared with the District for input.
    • Preliminary layouts of the Art, Gifted, and Science classrooms have been developed and shared with the District for input.
    • Design development has continued to further define the project.

    Stadium Complex

    • Klingner and the School District met with the Water District to discuss the use of Water District property for the installation of the track to avoid bleacher relocation.
    • Subsequently, Klingner has been working to receive written confirmation from the original tank vendor and the Water District’s painting contractor that the use of the Water District property will not have a negative impact on the tank.
    • Klingner received verbal indication from both parties that the proposed track project will not impact the tank and continues to pursue written confirmation from both parties.
    • Klingner has also received written confirmation from the painting contractor that the proposed track location should not have a negative impact on their future work.
  • Klingner and Associates continue refining the design of the middle school wing and the stadium improvements. The district has provided feedback on both, with some details yet to be determined, particularly regarding the location of structures and event performance areas in and around the stadium complex. The Board of Education will convene a work session to make final decisions on these items, and Klingner will use this information to complete the design development phase. At the conclusion of this phase, SM Wilson will provide updated cost estimates for the project.

  • On November 3, the Board held a work session to provide input on the stadium complex design concept and provide direction to the architecture and engineering firm Klingner and Associates on specific alternative designs to complete in preparation for project bidding in 2023. At the regular session meeting, Klinger & Associates presented updated stadium site plans. The Board approved the plans as presented. The final design plans will assist SM Wilson with preparing updated cost estimates and project bidding documents.

  • In December, the district met with Klingner and SM Wilson to finalize the listing of alternate bids for the project. The final listing of alternates includes several items at the stadium site:

    • Installation of an artificial playing surface on the football field
    • Construction of a replacement locker room shell with utilities
    • Paving of the concourse from the ticket booth north, along with the row of ADA parking at the fence
    • Procurement and installation of replacement LED stadium light fixtures

    SM Wilson has prepared their second round of construction estimates based on Klingner's design development documents. Estimate totals increased slightly due to the following factors: (1) The middle school wing addition area is up from 15,600 SF to 16,128 SF; (2) the middle school wing addition now includes HVAC controls from Reliable Controls through IFS sole source to match existing controls system; and (3) subcontractor feedback received throughout the Divisions of work, and some estimate values went up slightly from last round. The budget summary and details can be found online. 

    In addition, the Board approved the winning bid for package #1, precast concrete for the middle school wing, and the Guaranteed Maximum Price (GMP) contract amendment for this specific aspect of the project. Bid package #1 was let in advance of the other bid packages due to the longer lead times for material procurements. 

  • The Board approved the final construction documents that will be used in the solicitation of bid packages.

    The district has also encountered a complication on the middle school wing: the city’s water supply is inadequate to deliver the minimum amount of water necessary to meet code on the required fire suppression system. Klingner has engaged the City of Hallsville on this matter, and the Board of Aldermen approved the engagement of Crockett Engineering to perform a feasibility analysis and identify potential options for the delivery of water to the middle school wing location. Crockett understands the urgency of this matter and has begun this process. There are several options available moving forward; district costs will likely be associated with most of these.

  • Construction work packages were let for bid at the end of January. A pre-bid meeting was held at Hallsville Primary School on February 9, and SMWilson held a bid opening meeting on February 15. SMWilson will now evaluate each bid on multiple criteria and prepare recommendations for the Board of Education. A special meeting will be held in March for bid recommendations along with the Guaranteed Maximum Price (GMP) amendment.

    Klingner’s survey team is completing the necessary work to facilitate the transfer of a small amount of real property from the water district to the school district at the north end of the stadium complex. This work includes the setting of points at the new corners, preparing an updated legal description, and preparing a plat of the survey work. Once completed, the district’s attorney will prepare the legal documents for presentation to the water district. The lease financing through Simmons Bank closed on January 31. Funds are now available for use on the project. 

  • Construction work packages were let for bid at the end of January. SM Wilson evaluated bids and made recommendations to the Board of Education at a special meeting on March 2. At that meeting, the Board approved the selection of bids as recommended by SM Wilson, and voted to move forward with the following: (1) the base bid package, which includes the addition of a middle school wing and the relocation of the athletic track to the stadium complex; and (2) installation of an artificial playing surface at the football field. The GMP amendment was presented for Board approval and approved at the meeting. 


    The district secured Builder’s Risk insurance for the construction projects this week. Builder’s Risk is provided by MUSIC on projects up to $50,000,000 at no additional cost to its members. The district attorney is coordinating with the water district, the city, Klingner, and SM Wilson on the transfer of a small portion of the water tower parcel to the district, along with a construction easement to allow for the installation of a portion of the athletic track, retaining wall, and fencing near the tower.

  • SM Wilson is finalizing plans for mobilization and beginning construction at the stadium and middle school. Two change order requests are presented and approved by the Board. 

    The first is a voluntary credit to the owner's contingency for reducing the length of the artificial turf from 2.25 inches to 2.0 inches.  The second is for the coordination and relocation of three district-owned fiberoptic runs in and around the stadium complex. All three lines will be disrupted by construction, and all three lines are needed to maintain current operations. The relocation of the fiberoptic lines is outside the scope of the project as bid and will require the use of the district's contingency funds built into the GMP.

  • SM Wilson provided the first monthly progress report for review at the board meeting. Board action was requested on the following change orders: 

    1. Change Order Request #3 is the relocation of the transformer and power distribution to service the new middle school wing. This will be paid from the Owner's Contingency.

    2. Change Order Request #4 is a voluntary deduction for a change to the roofing material. The credit will be applied to the Owner's Contingency.

    Progress Report #01, May 2023

     

  • SM Wilson provided the second monthly progress report for review at the board meeting. Earthwork is progressing at the stadium complex, and lime stabilization is scheduled to begin in the coming days. Excavation at the middle school site uncovered at least four undocumented conduits including wiring, so significant additional work has been underway to identify the lines and determine which systems they service. Installation of footings at the middle school site is currently scheduled for the week of June 26. The monthly update includes two Change Order Requests for Board consideration which were approved:

    • Change Order Request #5: Expansion of the power transformer at the middle school addition to accommodate expansion

    • Change Order Request #6: Installation of in-grade power distribution to the sideline areas at the football field

    Progress Report #02, June 2023

  • Athletic Complex: Lime stabilization for the subgrade of the track and field areas was completed the week of 6/19. Laser grading of the field took place the last week of June and wrapped up the week of 7/3. Storm Utility structures are being installed, and the field perimeter drainage system is almost complete. Next week the field crew will be starting the concrete curb between the field and the inside edge of the track. 

    Middle School: The installation of the 6” water line that runs from the South edge of Hwy 24 to the building has been installed. The concrete footing crew started the week of 6/26 with the footings along the West Elevation. Currently, they are running the North elevation footings and forming/pouring perimeter foundation walls along the West and North.


    The monthly update also includes three Change Order Requests the Board approved:

    • Change Order Request #7: Installation of a replacement two-inch water supply line to the concessions building at the stadium complex. The existing line was buried too shallow for the necessary grading.
    •   Change Order Request #8: Credit for modifications to the field drainage pipe collection system at the stadium complex, resulting in a savings of $24,700.
    •  Change Order Request #9: Credit for modifications to concrete work at certain field event locations at the stadium complex, resulting in a savings of $24,450.


    SMWilson was in attendance at the meeting and reviewed their timeline and progress.  Work at the stadium complex and middle school is running on schedule. Substantial completion of the middle school building addition is scheduled for July 16, 2024, and the track and field on October 6, 2023.  You can view the entire timeline for each project on pages 25-27.


    Progress Report #3: July Monthly Update

    • SM Wilson provided the fourth monthly progress report for review at the August 16 board meeting.
       
      Athletic Complex: The outer concrete curb for the track is almost complete. The concrete pad for the field events has been poured, and the field crew is installing the geofabric, flat drains, and field rock. The base rock for the asphalt track is also installed. The retaining wall footing near the water tower has been dug, and prep work for the outer sidewalk along the North has started. Asphalt has been demoed at the drive lane North of the track, and grading started on 8/11. Asphalt crew is scheduled to be done with that new lane on 8/18.

      *Please note that due to excessive rain, the asphalt crew could not complete the project until 8/23.

    Middle School:
     The Ameren Transformer relocation occurred on 8/7. The plumbing contractor has started under slab rough-in. They have extended the sanitary sewer from the science building and connected it to the rough-in at the building pad. Once they are complete, the concrete crew will return to install the interior bearing footings and wrap up the last section of foundations. We expect preparation for slab on grab pours to start the week of 8/21.

Substantial completion of the middle school building addition is scheduled for July 16, 2024, and the track and field on October 6, 2023.   • BOND CONSTRUCTION PROJECT

    The monthly construction update was provided for the Board of Education to review. 

    Athletic Complex: The fence gates, the fence on top of the retaining wall, and the guardrail along the road have been installed. The concrete crew has been pouring the curb for the section of sidewalk along the track near the locker room building. Track surface work started on Tuesday, 11/7. We anticipate the base course of rubber to be completed by Tuesday, 11/14, and then the crew will start the top coat shortly after.

    Anticipated Milestone Activities:

    • Complete Sidewalk North of Grandstand - Started 10/30 - Finish by 11/17 
    • Black Interior Fence - Once the sidewalk along the concession stand/locker room is completed 
    • Track Resurfacing - Start 11/7 
    • Track Striping - crew to be scheduled once the surface course is completed. Note this crew travels throughout the Midwest. Until the surface course is complete, the striping schedule isn’t confirmed.

    Middle School: The masonry contractor has been laying up the interior CMU walls. They will be wrapping those up the week of 11/13 and will then button up the last section of the South exterior elevation. Both the electrical and plumbing contractors have been working alongside the masonry crew to get their rough-in conduit and piping installed in the CMU walls. The steel erector will be onsite mid-next week to install steel header beams above the doors at the corridor. The precast setting for the storm shelter lid is scheduled for Monday, 11/27. SMW has held a pre-activity meeting with the steel erector, precast supplier & installer, concrete contractor, and plumbing contractor to discuss upcoming coordination & sequencing of work.

    Progress Report #7: November Monthly Update

     

  • SMWilson provided the sixth monthly progress report for review at the September Board of Education meeting.
     

    Athletic Complex: The field crew wrapped up the installation on 9/25, and synthetic turf impact testing was completed on 9/27. Hydroseeding on the disturbed topsoil areas outside the track was completed on 10/2. Perimeter fencing is approximately 90% complete. The fence contractor will be back onsite the week of 10/16 to install the permanent gates, fence on top of the retaining wall, and the guardrail along the road. The added sidewalk in front of the grandstand has been poured, and the crew will continue on the section with the integral curb the week of 10/23.

    Anticipated Milestone Activities:

    • Structural Spray Matting on Track - Anticipate Start Week of 10/30
    • Complete Sidewalk North of Grandstand - Start after football season
    • Black Interior Fence - Once Visitor Grandstands are removed
    • Track Resurfacing - Start after football season

    Middle School: The second slab section on grade was poured on 9/28. Demolition of openings along the west wall of the existing building was completed so the masonry contractor could complete the west wall. The Masonry contractor then topped out the section half of the north wall, completed the east wall, and moved over to the south wall. They will leave a section out of the south wall and move to the interior walls, working their way out of the building. The electrical contractor is roughing in electrical boxes inside the CMU walls as they are laid and is setting up a temp power panel near the transformer.

  • SMWilson provided the seventh monthly progress report for review at the November Board of Education meeting.

  • SMWilson provided the eighth monthly progress report for review at the January Board of Education meeting.


    Athletic Complex: The top surface coating at the track started on November 14 and concluded on Friday, December 8. The crew had to work around some weather variables that limited when they could apply, such as temperature, wind, and precipitation. With the top surface complete, the striping crew is scheduled for the week of December 18. In addition to the track surface work, the sidewalk along the west side of the track was completed on November 17, and the backfilling & grading for the area by the concession stand was just completed.

    Middle School: The masonry contractor has finished laying up the interior CMU walls and the last section of the South elevation exterior wall. The precast setting for the storm shelter lid was completed the week of November 27. The concrete crew has installed forms at the top of the perimeter walls in preparation for the roof slab topping pour. Rebar mat installation is underway, with concrete pours scheduled to start on Tuesday, December 19.

    Progress Report #8: December Monthly Update

  • SMWilson provided the ninth monthly progress report for review at the January Board of Education meeting.


    Athletic Complex: Track striping and installation of the barrier fence are the remaining items to wrap up the athletic complex. The striping crew was scheduled for the week of December 18, but had to reschedule because of rain in the forecast. The upcoming forecast with low temperatures and precipitation is making it difficult to schedule the crew. SMW Team is communicating with Byrne & Jones to make sure the striping crew is scheduled as soon as the next break in weather happens. The barrier fence installation has been held off due to a section of the sidewalk that had a deficiency report issued by the materials testing contractor. SMW Team has reviewed this issue with the Klinger Team & Mr. Downs and will finalize the corrective measures the week of 1/15. The timing of the fence installation will then be coordinated with that plan and discussed with the district for final approval.


    Track & Field Current Activities: 

    • Striping - TBD based on the weather forecast 
    • Barrier Fence: The fence is on hold until the section of sidewalk between the concession stand and grandstand is addressed. It will be scheduled once the track surface is completed.

     

    Middle School: The roof topping slab on the storm shelter was poured in 3 sections, starting on December 19 and finishing on December 22. The carpentry crew was back onsite after the New Year Holiday to strip roof slab forms and handrails. They are currently working on the demo of the eave at the intermediate building in preparation for steel to be set at the Mechanical Room and corridor 117. The ironworkers are installing interior perimeter angles that tie the precast panels to the CMU walls. They will then shift to set the steel framing for the mechanical room and corridor as soon as the weather allows. Now that the topping slab has been poured and temporary window protection is installed, the MEPFP trades are gearing up to start overhead rough-in starting next week.

  • SMWilson provided their monthly update at the April Board of Education meeting. One Change Order Request was presented and approved for the relocation of fan coil unit #10 to avoid issues with structural steel. SMWilson reviewed their timeline and progress and confirmed work at the middle school is running on schedule with a substantial completion date of July 16. This timeframe allows the district time to set up classrooms and prepare for the opening of the new wing prior to the beginning of the 2024-2025 school year.

PROP 2: 2018-2020

On April 3, 2018, voters in the Hallsville R-IV School District approved Proposition 2, which authorized the issuance of $7,000,000 in general obligation bonds. With nearly 75% approval, this is the largest approved bond issuance in the history of the school district. The funds allow the district to continue with its capital improvement plan. The district is extremely thankful of the trust and support of the community to provide adequate facilities to students.

  • The Hallsville School District published a Request for Qualifications in solicitation of architectural and engineering services in the summer of 2017. Twelve (12) firms submitted statements of qualifications before the August 11 deadline. A committee of Board members and administrators scored the proposals and selected four firms for interview. Interviews were conducted on September 11. Klingner and Associates was selected as the most qualified firm on Monday, September 18. Contract negotiations commenced immediately, and an agreement was approved by the Board of Education on November 11, 2017. The agreement addressed pre-construction services provided up through the April 2018 election.

  • A public work session was held at Hallsville Primary School on November 27, 2017. At the session, Superintendent John Downs and representatives from Klingner and Associates presented information on prioritized capital improvement needs. Discussions focused on elementary school expansion to meet the demands of increasing enrollment, the aging middle school, and inadequate athletic track facilities.

Discussions were structured to solicit additional input on capital priorities. Comment sheets were also provided to gather additional feedback.

     

  • A second public work session was held at Hallsville Primary School on December 18, 2017. At the session, Superintendent Downs and representatives from Klingner and Associates provided updated information on potential capital improvement projects based on the feedback provided by the community. Discussions focused on additions to the primary school and a phased replacement of the aging middle school building.

  • A final public work session was held at Hallsville Primary School on January 8, 2018. Representatives from Klingner and Associates provided a revised project narrative and exhibits, based on additional feedback received. Discussions focused on classroom and gymnasium additions at the primary school.

  • At its regular meeting on January 22, 2018, the Board of Education approved a resolution calling an election to be held on April 3, 2018 on the question whether to issue general obligation bonds. The approved ballot language follows:

    Proposition 2

    Shall the Board of Education of the Hallsville R-IV School District of Boone County, Missouri, borrow money in the amount of $7,000,000 for the purpose of acquiring, constructing, renovating, equipping and furnishing sites, buildings and related facilities for school purposes, including the construction of additional classrooms and a gymnasium at Hallsville Primary School and the acquisition of real estate; and issue bonds for the payment thereof resulting in no estimated increase to the debt service property tax levy? If this proposition is approved, the adjusted debt service levy of the school district is anticipated to remain at the current levy of $1.11 per one hundred dollars of assessed valuation of real and personal property.

  • During their regular meeting on May 21, 2018, the Board of Education indicated their intent to solicit firms to provide construction management at-risk services. A Request for Qualifications was published on May 28. Five firms submitted qualifications in advance of the June 12 deadline. Of these, the Board of Education selected three firms to submit proposals. Two firms submitted responses prior to the July 2 deadline; these firms were interviewed by the Board of Education and members of the administrative team on July 9. A firm was selected and negotiations commenced on July 17, 2018.

  • The Board of Education approved the issuance of bonds at their regular meeting on June 18, 2018. Bonds were sold on July 3. In addition to the $7,000,000 in general obligation bonds, the district was paid a premium of $ 651,368.95. In cooperation with its financial consultant, the district developed a preliminary draw schedule for anticipated payments necessary for upcoming design and construction costs. Most bond proceeds were then invested to generate interest revenue. Based on current investment yields, the district anticipates receipt of roughly $200,000 in additional interest income.

  • On August 20, 2018, the Board of Education approved the purchase of property at 14633 N. Ricketts Road, also known asLot 6 of Key Industrial Park. The property is 1.42 acres and includes an existing 10,800 square foot building. The agreed purchase price is $360,000 with an anticipated closing date of Friday, September 14. The district intends to relocate the facilities and maintenance department to the property. Additionally, space in the building will be used for district storage and an indoor athletic practice facility.

    On September 17, 2018, the Board of Education concluded negotiations and approved a contract with Klingner and Associates to provide architectural and engineering (A/E) services for the construction projects under consideration. The firm will commence creation of design documents immediately.

  • On October 15, 2018, the Board of Education concluded negotiations and approved a contract with SM Wilson to provide Construction Management At-Risk services for the construction projects under consideration.

    On Wednesday, October 31, the district conveyed its first full team meeting. Attendees included district representatives, the Klingner and Associates team, and the SM Wilson team. Details regarding multiple aspects of the projects and construction were discussed. Team meetings will be held on a monthly basis throughout the pre-construction phase. Updates to the Board of Education will be provided on a monthly basis or more often, as needed.

  • The Board of Education held a special session on Wednesday, December 12 to gather additional information from Klingner & Associates and SM Wilson on differences between the two firms’ construction cost estimates. The differences between the firms’ construction estimates were significant. At its regular meeting on December 18, the Board made decisions to adjust the scope of the project to generate updated cost estimates. Klingner and SM Wilson were provided the following direction:

    • Removal of the kindergarten wing two-classroom addition from the current scope of work

    • Removal of the first grade wing two-classroom addition from the current scope of work

    • Capacity calculations and cost estimates for constructing the second grade wing hallway as a storm shelter

    • Scaling down the locker room area to two smaller locker rooms with a modest coach’s office and small storage room, with direct connection to the gymnasium (no hallway). This would not be constructed as a storm shelter area. The tentative thinking is this would be a bid-alternate.

    • Potential cost savings that could be realized by the removal of the gymnasium windows and roof overhang

    • Deletion of the one (1) FTE debris laborer costs from the SM Wilson general requirements; this work will be handled locally

    Klingner & Associates began working on modified schematic designs immediately. SM Wilson began updating estimates on the modified designs.

  • At the regular January meeting, the Board of Education directed Klingner & Associates and SM Wilson to move forward with the reduced scope for the project, as discussed below. The reduced program is reflected in the following documents:

    Klingner is deeply involved in the design development phase. On February 11, the district held an Owner-Architect-Construction Manager conference call to discuss the current status, immediate issues, and time line. SM Wilson currently believes construction can be completed as previously scheduled under the updated design timeline provided by Klingner:

    On February 13, the district met with both firms to review and clarify miscellaneous infrastructure items (e.g., network connectivity, alarm systems, public address systems, etc.).

  • The design development documents were presented for the Board of Education for review at their April meeting. Representatives from Klingner & Associates were present at the meeting to answer any questions from the Board.

    Since the completion of design development documents, Klingner and SM Wilson have been collaborating to revise cost estimates and make continued refinements to the program. The firms believe they have crafted solutions that will meet the expectations of the Board and community within the established budget of $7.2 million.

  • Klingner and Associates are creating construction documents, while SM Wilson lays the groundwork for soliciting bids. Here is a tentative timeline of coming important dates:

  • Bids were due and opened on June 20, 2019. Bids were then evaluated by SM Wilson on multiple criteria, including whether they confirmed to the bid work package specifications. At a special meeting on July 1, 2019, the Board of Education received SM Wilson's initial evaluations of bids and the preliminary draft of the Guaranteed Maximum Price (GMP) Amendment and the related Exhibits.

    At a special meeting on July 10, 2019, the Board reviewed the updated GMP Amendment and Exhibits, which included SM Wilson's final recommendations on bid selection. The Board approved the GMP Amendment. At the same meeting, the Board also voted to approve the following alternate bid items:

    • Alternate #1: Locker Room Addition

    • Alternate #3: Furred North and South Gym Walls

    • Alternate #4: Second Grade Wing High-Impact Window

    The Board deferred a decision on Alternate #2: Underground Storm Drains, pending updated estimates from SM Wilson on two alternate stormwater drain routing options.

    SM Wilson plans to place the construction trailer on-site on Tuesday, July 16, 2019.

    The district has let for bids on special inspections testing, in accordance with statute. Bids for this work will be due to the district on or before July 30, 2019.

  • The most recent monthly update from SM Wilson was presented for review at the board meeting on Monday, August 19.  Board action was requested on the following change orders: (1) changes to SM Wilson project personnel previously accepted by the Board; (2) adjustment to the Guaranteed Maximum Price reflecting the three alternates previously approved by the Board; and (3) acceptance of a GMP credit associated with a casework materials substitution.  The board elected not to accept bid alternates on stormwater routing.  

  • The September 2019 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. Good progress has been made with the gymnasium concrete foundations and classroom storm sewer work. SM Wilson is also working on critical long-lead items and prioritizing material procurement so we can meet the schedule constraints on the project.  Board action is requested on the following change orders: (1) soil moisture remediation at the northwest corner of the gymnasium site; and (2) installation of alternative routing of existing stormwater from the kitchen area roof. Both change orders would be funded from the district's contingency. Details are included in the monthly update document.

  • The October 2019 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. Good progress has been made with the gymnasium and classroom concrete slabs, and soon masonry walls and steel erections for the additions will be added.  SM Wilson is also working on critical long-lead items and prioritizing material procurement so we can meet the schedule constraints on the project. Board action was requested on the following change orders: 1) removal of concrete from the existing footings at the location of the additions, (2) changes to power requirements for the gymnasium HVAC, (3) relocating radiant panels in the locker rooms, and (4) replacement of the existing sanitary sewer line to service the new second grade wing. Change orders would be funded from the district's contingency. Details are included in the monthly update document.

  •  

    The November 2019 report was presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. Board action was requested on the following change orders: (1) cutting of concrete piers to allow for gymnasium floor installation, and (2) a credit on the furnishing and installation of fire-rated glazing. Additionally, SM Wilson has requested Board approval of pay application #4, also included in the update. Change orders would be funded from the district's contingency. Details are included in the monthly update document.

    Progress Report #8,  November 2019

  • The December 2019 report was presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. Work has been ongoing inside the existing school for the electrical, fire alarm and mechanical systems that feed the new buildings. S.M. Wilson is looking forward to the exterior enclosure of the Gymnasium and Classroom addition in preparation for the interior finish activities. Board action was requested on the following change orders: (1) conversion of two regular restroom stalls to ambulatory stalls with two added grab bars in each stall. Change orders would be funded from the district's contingency. Details are included in the monthly update document. Additionally, SM Wilson has requested Board approval of pay application #5, also included in the update. Klingner has reviewed and approved the pay application and will certify with signature in advance of the Board meeting. 

    Progress Report #9,  December 2019

  • The January 2020 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. SMWilson is working to enclose the roofing systems and exterior walls for the gym and classroom additions. Work has continued inside the existing school for the electrical, fire alarm and mechanical systems that feed the new buildings. They are looking forward to the exterior enclosure of the gymnasium and classroom addition in preparation for the interior finish activities.  Board action is requested on the following change order: (1) addition of steel angles at brick pilasters, and (2) additional heating units in the second grade wing mezzanine. Additionally, SM Wilson has requested Board approval of pay application #6, also included in the update.


    At the district's request, SM Wilson and Klingner have developed estimates for six additional facilities projects identified as priorities by the Board of Education. The estimates were provided for review. Funding available for project completion includes (1) the remaining proceeds from the sale of and premium on the 2018 general obligation bonds, (2) interest income from the investment of bond proceeds, and (3) surplus from the capital projects fund reserve. 

    Progress Report #10, January 2020

  • The February 2020 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. The main roofing system and exterior walls have all been completed.  Main overhead mechanical, electrical and plumbing systems are continuing to be installed. Restrooms are progressing with rough-in activities, and interior finishes in the second-grade wing will begin soon.  

    Board action is requested on the following change order: (1) updated gymnasium floor graphics, (2) change from oil-based to water-based gym floor sealant, and (3) addition of audio-visual infrastructure in second-grade classrooms.  Change orders to the gymnasium floor will allow for summer maintenance to only take 24-48 hours to complete,  as opposed to the 9 days it takes now.  It will also allow the floor and markings to keep the original color. 

    Additionally, SM Wilson has requested Board approval of pay application #7, also included in the update. Klingner has reviewed and approved the pay application, and will certify with signature in advance of the Board meeting.

    Progress Report #11,  February 2020

  • The March 2020 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. The gymnasium and classroom additions are dried in and ready for interior finishes.  Temporary heat is being established and drywall is in being installed.  Painting and installation of overhead lights have also started.  S.M. Wilson hosted a tour of the facility for Board members prior to the meeting.  

    The Board approved two change orders regarding modifications to electrical work and adjustments to network communication equipment as requested by the district to ensure compatibility with existing systems.  



    Additionally, SM Wilson has requested Board approval of pay application #9, also included in the update. Klingner has reviewed and approved the pay application and will certify with a signature in advance of the Board meeting.

    Progress Report #12,  March 2020

  • The April 2020 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. SMWilson has started interior finishes for both the gymnasium and classroom additions. They are currently working on overhead lighting, HVAC registers, ceiling grid and flooring. Mechanical system start up is in progress and they will continue with temporary heat on the inside of the buildings in preparation for the remainder of the finishes. At this time, the only delay in construction is the fabrication of the gym bleachers.  The company responsible is located in Michigan and due to COVID-19 and the state’s strict stay at home orders, the company is currently not producing these items.  SMWilson is in weekly communication with the company and is updating any schedules as needed.  There are no known delays in the classroom addition.  


    The board approved two change orders regarding asphalt and landscaping services. These items will be funded with the allowances established by the Board upon adoption of the GMP Amendment, and both came in under the budgeted allotment.


    Additionally, SM Wilson has requested Board approval of pay application #9, also included in the update. Klingner has reviewed and approved the pay application and will certify with a signature in advance of the Board meeting.

  • As the Primary School construction project approaches completion, the construction manager has determined the project is running under budget. During its special meeting on May 11, the Board of Education elected to reduce the GMP to reclaim some of the funds for use on other projects. These funds—along with remaining bond premium, interest income from investment of bond proceeds, and capital projects reserve funds—will be used to complete the following high-priority projects: installation of security cameras and a public address system in the secondary building, partial roof replacement on the high school, and demolition of the old maintenance shop. Board action is requested on the following change orders: (1) Early release of funds to the district (this will result in a reduction to the GMP); (2) Partial re-roofing of the secondary school building; and (3) Demolition of the old maintenance building and site work. 


    The May 2020 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. Work continues for interior finishes for both gymnasium and classroom additions including overhead lighting, HVAC registers, ceiling grid, and flooring. The exterior envelope is wrapping up with final metal fascia and roofing. Site concrete is currently being installed and is near completion. The front canopy at the gym is also now installed. Mechanical system startup is nearly complete and we anticipate gym equipment arriving on-site at the end of the month. 


    SM Wilson has requested Board approval of pay application #10, also included in the update. Klingner has reviewed and approved the pay application and will certify with a signature in advance of the Board meeting.


    Progress Report #14, May 2020

In a special meeting on June 1, 2020, the board approved a bid for the PA and camera system at the primary and a new public address system at the middle and high school that will tie-in to the phone system upgrades. 


    The June 2020 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. Work continues for interior finishes for both gymnasium and classroom additions.  A punch list walk through was scheduled for June 22 witht the School and Design Team.  The Life Safety systems have been tested and approved, and landscaping is in process.  The gymnasium equipment has also been installed and they are currently working on the flooring system.  Board action was requested on the following change orders: (1) Security camera system approved by Board of Education on June 1; (2) public address system approved by Board of Education on June 1; (3) replace grass seeding between the first and second grade wings with rock landscaping (this was a district-initiated change).


    Additionally, SM Wilson has requested Board approval of pay application #11, also included in the update. Klingner will review and confirm the accuracy of the pay application. Should Klingner approve the pay application, they will certify with signature in advance of the Board meeting


    Progress Report #15 June 2020

  • The August 2020 report presented to the board outlined updates on the construction progress for gymnasium and second-grade classroom wing. Finishing touches to the gymnasium is happening and the building will be turned over to the district.  The projects came in under budget and on-time which has allowed the district to allocate funds to additional facilities needs. 

    These projects include roofing repairs, security cameras, and a public address system at the middle and high school. Board action was requested on the following change orders: (1) Addition of re-roofing angles, (2) Addition of door sweeps, (3) Additional of electric for restroom hand dryers, (4) Masonry repairs at the north gym to address water infiltration, (5) Addition of speakers in high school and middle school restrooms and locker rooms. These were district-initiated items to address a variety of capital issues and safety concerns.

    Additionally, SM Wilson has requested Board approval of pay application #13, also included in the update. Klingner has reviewed, approved, and certified the pay application.

    Progress Report #17, August  2020

  • The September 2020 report presented to the board outlined updates on the construction progress for various projects around the district. SMWilson has turned all work over to the district including roofing, security camera, and public address system.  Final walks with the design team and the district have been conducted, and they are addressing a few final action items. 

    Board action was requested on the following change orders: (1) Credit for gym equipment, and (2) general conditions for additional projects completed through change orders.  At the Board's request, SM Wilson has worked with the subcontractor to secure estimates for additional brickwork to the exterior walls of the north gym. SMWilson will continue moving forward with the additional brickwork.  

    Additionally, SM Wilson has requested Board approval of pay application #14, also included in the update. Klingner will review, approve, and certify the pay application in advance of Board approval.

    Progress Report #18, September 2020

  • The October 2020 report presented to the Board outlined updates on the construction progress for various projects around the district. SMWilson and Klinger continue to work with the district to resolve issues with the security cameras and public address system.  The Board approved additional masonry work on the exterior of the north gym and accepted shared savings calculations as applied toward this change order.

    Additionally, SM Wilson has requested Board approval of pay application #15, also included in the update. Klingner reviewed, approved, and certified the pay application in advance of Board approval.

    Progress Report #19, October 2020

  • As the construction project nears final completion, there were no written updates, no change orders, and no pay application for this month's agenda.

    Masonry work at the north gym is still in progress. SM Wilson and Klingner continue to work with the district to resolve the final items related to the security camera and public address systems and to ensure all is functioning as expected.
