Harriet the Spy

Opening Night!

Tonight is opening night of Harriet the Spy! Harriet the Spy is a family-friendly show based on the 1964 book by Louise Fitzhugh. Hallsville's spring play will tell the story of 11-year-old Harriet M. Welsch (played by Junior, Ainslee Adkins). Harriet is an aspiring writer who spies on her quirky neighbors, jotting down her observations in a secret notebook. When her nanny, Ole Golly (played by Junior, Alyssa Troutman), leaves after getting engaged, Harriet struggles with the loss. Things get worse when her brutally honest notebook is found, turning her classmates against her. Can Harriet repair her friendships and put her life back on track?

How will the funds be used?

The $6.5 million generated through bond sales, combined with capital projects reserve fund balances, will complete Phase 2 of the district’s facility master plan. No tax increase will be required.

New Classrooms at Hallsville Primary School:

Hallsville serves over 1,550 students, and enrollment is expected to continue rising as new housing developments are built in and around the community. Hallsville Primary School is currently at 92% capacity and is projected to exceed 100% by 2029, making additional classrooms essential. 

Security Upgrades:

Proposition 2 also includes installing a second set of security doors at the main entrances of the intermediate, middle, and high school buildings—similar to the vestibule of the primary school—to enhance campus safety for all students and staff.

Why are these funds needed?

Proposition 2 represents the second phase of a three-phase plan designed to address the district's facility needs and accommodate growth. Phase 1, completed in 2024, added a new middle school wing, storm shelter, and football field. Phase 2 focuses on improving main campus's parking and traffic flow, addressing growing student enrollment, and enhancing student safety.

Why is no tax increase necessary?

New home construction and improved property values have led to a modest increase in the district's assessed valuation, raising our debt limit. The district has also responsibly refinanced and repaid bonds from past building projects. Both of these factors open up capacity to issue new bonds while keeping the debt service levy the same. No tax increase will be required.

What is the actual language on the ballot?

PROPOSITION 2 


Shall the Board of Education of the Hallsville R-IV School District of Boone County, Missouri, borrow money in the amount of $6,500,000 for the purpose of acquiring, constructing, renovating, equipping and furnishing sites, buildings and related facilities for school purposes, including parking and traffic flow improvements, construction of additional classrooms and a multipurpose sports field with an artificial surface, installation of security doors and refinancing outstanding lease obligations; and issue general obligation bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the school district is anticipated to remain at the current levy of $1.11 per one hundred dollars of assessed valuation of real and personal property.

Updated Responses to Questions

The Hallsville Community Teachers Association (CTA) hosted a School Board Candidate Forum on Tuesday, March 18, at 6:30 p.m. in the Hallsville Primary School cafeteria. Eight candidates are running for two open seats. Candidates who have filed for the Tuesday, April 8 election were in attendance to answer questions and meet community members.


Following stakeholder feedback, candidates were asked to provide additional written answers to questions that were drawn randomly from the hat that evening. The CTA has now updated the responses, which can be found online below.

RECOGNITIONS

HHS Spring Play: The HHS Fine Arts Department showcased its spring play, Harriet the Spy.  Performances are Thursday, April 3, and Saturday, April 5. 


HHS Varsity Cheerleaders was recognized for being the overall State Champion for the 3rd consecutive year in a row at the Missouri State Cheerleading Game Day Championships.


Elementary physical education teacher Maddison Welker was recognized for being selected by her educator preparation program, Lincoln University, as a Missouri Outstanding Beginning Teacher. 


Hallsville Primary School’s Student Success Team, Sara Bradshaw, Leigh Pemberton, and Whitney Myers, was recognized for ensuring all students have the early literacy skills to succeed. 


Building Services staff member Danielle Todd was recognized for her positive attitude and hard work in setting up for and breaking down Hallsville Primary events.


The March meeting marked the final regular session for two dedicated members of our Board of Education. Shaunna Turner, who served one term, and Bryan Wildenhain, who has served three terms and is currently Board President, have been incredible advocates for our students, staff, and community. The district is grateful for their commitment to the children of Hallsville and their support of our district’s vision to Improve Lives Through Learning. Please join us in thanking them for their years of service!


Kari Yeagy and Billy Roberts were recognized for opening the Hallsville Primary School storm shelter during inclement weather last week. 


STADIUM PROJECT UPDATE: Progress Report #3

Construction progress continues across multiple areas of the project. Recent change orders include adjustments for field events, ADA parking, additional concrete for the bleacher pad, and fencing. The locker room foundation work is progressing, with underground plumbing and concourse grading underway, though weather delays have totaled 26 days. The bleacher pad has been poured, and installation is beginning, while field events have been relocated due to existing gas lines.


PROGRAM EVALUATIONS

The Board approved the TechnologyCommunicationsFood Service, and Special Services program evaluations. Each review includes program goals, evidence of change, concerns, and future recommendations.


LEGISLATIVE UPDATES 

Board members are encouraged to stay up to date on weekly legislative updates sent out by MSBA and MARE as bills move through the legislature. This week, HB 711 Open Enrollment was voted out of the House and will move to the Senate for approval. 


CSIP GOAL 1: STUDENT LEARNING

The Hallsville School District will prepare our students to be competitive and successful after graduating high school. The district continues to prioritize student learning through vertical teaming, early childhood education enhancements, and the development of a district literacy plan.


  • Vertical Teaming: On the March 17 PLC day, teacher-leaders facilitated the third of four vertical team meetings, focusing on curriculum alignment, collaborative assessment, and instructional planning across grade levels.

  • Early Childhood: Beginning in fall 2025, all early childhood programs will offer morning and afternoon sessions Tuesday through Friday, increasing consistency and expanding enrollment. Aligned schedules and a shared curriculum will support student success, with long-term goals of full-day Pre-K and increased transportation options.

  • District Literacy Plan: A 17-member committee has started work on a district literacy plan, gathering staff input and conducting a needs assessment to guide improvements in curriculum, instruction, intervention, and student readiness.


CSIP GOAL 2: EXCELLENT SCHOOLS 

The Hallsville School District will provide a student-focused climate and excellent staff as a means to student success. The district remains committed to fostering excellent schools through strong hiring efforts and district-wide implementation of Positive Behavior Supports and Intervention (PBIS)

  • HHS Job Openings: The high school administration has seen a strong applicant pool this hiring season, with many candidates citing Hallsville’s quality schools and four-day school week as key attractions. Applications increased across multiple areas, including Social Studies (13 applicants, up from 3 in 2022), Agricultural Education (7 applicants, up from 5 in 2022), and Science (4 applicants, up from 1 in 2024).

  • HHS PBIS: Hallsville High School continues to promote positive behavior through its PBIS system, rewarding students with Purple and Gold incentive cards. This quarter, 49% of students earned a Gold Card for strong attendance and behavior, while an additional 19% received a Purple Card for meeting slightly lower but still commendable standards.


OPERATIONS DEPARTMENT

On February 28, the district participated in the annual Missouri State Highway Patrol fleet inspections, receiving an unofficial score of 95%. The only issue was a brake light out on one bus.


POLICY UPDATES

This was the second reading of policy and regulation updates. After the second reading, policies went into effect and were approved by the Board of Education.


  • Policy 1475 is related to Advertising/Signage on District Property.


This
 is the first reading of the updated policies from MCE for February. 
  • Policy 4310: Tenured teachers leaving the district for reasons other than retirement will be reimbursed for unused sick leave up to one-hundred (100) days if written notice is received by the Superintendent on or before March 1. The current policy states April 1. 
  • Policy 5550: Food Service: The district commits to purchasing domestic commodities and products to the maximum extent possible for its food service program. 
  • Regulation 2785: Student Welfare: Updates the Missouri Department of Mental Health website address.


DUAL SPORTS PARTICIPATION

The Board discussed the possibility of dual sports participation, which would allow student-athletes to compete in two sports during the same season. 


The Hallsville School District will host its Safety Meeting of the year on Thursday, April 17, at 4:00 p.m. in the middle school. The meeting is open to staff, families, and students and will address the district's CSIP Goal of Excellent Schools, specifically Improvement Objective 2.1.2: Schools provide a safe environment where students can focus on academic learning.

Online Registration

Online registration for the 2025-2026 school year is now open. Registration for current students and families involves updating parent and student information in Infinite Campus. 

All current families must upload the following documents during online registration: 


  • Two (2) current and different utility bills (gas, water, or electric) showing the parent/guardian’s printed name and address. Bills must be dated within the last 30 days. Final or disconnect notices will not be accepted.
  • OR
  • A current rental agreement or closing settlement statement less than 60 days old.

Students will not be registered with the district or allowed to attend school until the full enrollment process is completed and the district has the required documents on file with the Registrar’s Office.

Summer School Registration

Summer School is open and will close Friday, April 25. Summer school is offered Tuesday through Friday for students entering 1st—12th grade from June 3, 2025, through June 27, 2025, from 8:30 a.m. to 3:00 p.m. School will not be in session on Thursday, June 19, in observance of Juneteenth. 


Kindergarten Jumpstart is a half-day morning program for students entering kindergarten in the fall of 2025. There are two sessions for families to enroll in.

Hallsville Primary School is hosting its annual Kindergarten Orientation night on Wednesday, April 23, from 6:00 p.m. to 7:30 p.m. Doors open at 6:00 p.m., and HPS Principal Mrs. Nichols will provide a short welcome at 6:10 p.m. 


During Kindergarten Orientation, incoming kindergarten students and their families can meet with our kindergarten teachers, community support organizations, Title I teachers, and more!  Families will also have the opportunity to tour the building, go through the cafeteria line for a special treat, visit the school bus, and more!

Hallsville High School Speech & Debate Showcase

Join us on Tuesday, April 8th, at Hallsville Intermediate School, from 6:30 p.m. to 8:00 p.m. as Hallsville High School’s Speech & Debate team takes the stage for an unforgettable showcase! Watch as our All-District tournament attendees present their 2024-2025 performance pieces, celebrating a fantastic season—with many entries advancing to the State tournament! We will accept donations at the door to help send our team to the State tournament in Springfield at the end of the month.

Hallsville Run with the Cops 5K Fundraising Event

Join the Police Foundation of Hallsville for their Run with the Cops 5K on Saturday, April 5. The run/walk begins at 8:00 a.m. at Hallsville Intermediate School. Funds raised will support the Veterans Memorial in Tribble Park.


Hallsville Easter Egg Hunt

The Grow Hallsville Parks Foundation is hosting its annual Easter Egg Hunt on Saturday, April 12, at Tribble Park. Hunt times will be staggered based on age groups.


Hoppin' Johns Pass the Potty:

The Grow Hallsville Parks Foundation is hosting a "Pass the Potty" around Hallsville to raise funds for the Veterans Memorial at Tribble Park. The excitement kicks off on Monday, April 7!


Hallsville Veterans Memorial

The Police Foundation of Hallsville is raising funds for a Veterans Memorial at Tribble Park. Community members are invited to purchase an engraved brick honoring those who served. Whether you are a veteran, a family member, or a supporter of our military, your contribution helps build a space where stories and sacrifices are forever cherished. Orders must be placed before March 31, 2025.
