Tomorrow, Tuesday, April 8, 2025, voters in the Hallsville School District will be asked to approve the issuance of $6.5 million in general obligation bonds, known as Proposition 2. The bond proceeds will be combined with funds saved by the district to complete Phase 2 of a three-phase plan designed to address the district's facility needs and accommodate growth.
Phase 1, completed in 2024, added a new middle school wing, storm shelter, and football field. Phase 2 focuses on improving parking and traffic flow on the main campus, addressing growing student enrollment, and enhancing student safety. The $6.5 million generated through bond sales will fund the following:

Parking & Traffic Flow Improvements: Expanding parking and improving traffic flow on the main campus to accommodate student and guest parking.

New Classrooms at Hallsville Primary School: Addressing the growing student enrollment.

Relocated Baseball Field & Multipurpose Field: Constructing a new baseball field and adding an artificial surface multipurpose field.

Security Upgrades: Installing additional security doors at main entrances in the intermediate, middle, and high school.

Refinancing Lease Obligations: Paying off a lease-purchase agreement to reduce future financial commitments.
Proposition 2 will continue the district's efforts to enhance its facilities and ensure they meet the needs of students and staff.

On April 8, 2025, voters in the Hallsville School District will be asked to approve the issuance of $6.5 million in general obligation bonds known as Proposition 2.
PROPOSITION 2
Shall the Board of Education of the Hallsville R-IV School District of Boone County, Missouri, borrow money in the amount of $6,500,000 for the purpose of acquiring, constructing, renovating, equipping and furnishing sites, buildings and related facilities for school purposes, including parking and traffic flow improvements, construction of additional classrooms and a multipurpose sports field with an artificial surface, installation of security doors and refinancing outstanding lease obligations; and issue general obligation bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the school district is anticipated to remain at the current levy of $1.11 per one hundred dollars of assessed valuation of real and personal property.

Parking & Traffic Flow Improvements and Relocated Baseball Field & Multipurpose Field
Proposition 2 expands campus parking and traffic flow, creating new spaces for athletic and school groups.

Expanded Parking & Safer Traffic Flow: A new parking lot with up to 300 additional spaces will improve traffic patterns and reduce congestion during peak travel times and campus events.

Enhanced Accessibility: Improved parking and a new access point off Highway 124 will provide safer, more convenient access for students, staff, and visitors.

Baseball Field & Multipurpose Activities Field: Relocating the baseball field to the site of the former track will allow for the development of a versatile, multipurpose space. Installing an artificial surface creates opportunities for supporting baseball and softball, marching band, athletic practices, and physical education classes during the school day.

New Classrooms at Hallsville Primary School:
Hallsville serves over 1,550 students, and enrollment is expected to continue rising as new housing developments are built in and around the community. Hallsville Primary School is currently at 92% capacity and is projected to exceed 100% by 2029, making additional classrooms essential.

Security Upgrades:
Proposition 2 also includes installing a second set of security doors at the main entrances of the intermediate, middle, and high school buildings—similar to the vestibule of the primary school—to enhance campus safety for all students and staff.

Restricted Access: A second set of security doors prevents unauthorized individuals from gaining immediate access to hallways, classrooms, and students.

Enhanced Security Screening: Installing a second set of doors creates a secure vestibule, ensuring all visitors check in and receive approval before entering the school.

Student & Staff Safety: Secure vestibules help promote a safer learning environment by controlling entry points and reducing security risks.

New home construction and improved property values have led to a modest increase in the district's assessed valuation, raising our debt limit. The district has also responsibly refinanced and repaid bonds from past building projects. Both of these factors open up capacity to issue new bonds while keeping the debt service levy the same. No tax increase will be required. |
